What are the published New York requirements for tickets, court dates, and fines?

New York DMV separates traffic-ticket handling by the place named on the ticket. Most New York City tickets handled by the Traffic Violations Bureau use the TVB plea, hearing, and payment routes. Tickets issued outside New York City are resolved with the city, county, town, or village court where the ticket is returnable. New York's 2021 Driver License Suspension Reform eliminated certain failure-to-pay traffic-ticket suspensions and created payment-plan routes for many traffic-ticket fines, fees, and surcharges, but it did not eliminate failure-to-appear suspensions. DMV says it removes a failure-to-appear suspension when the court advises that the ticket has been answered. The reform does not cover every payment under the Vehicle and Traffic Law, and NYC oversize or overweight tickets remain a stated failure-to-pay exception. The exact ticket, suspension order, and DMV status determine which authority and payment route apply.
